How heat affects safety and performance
The effects of heat often begin gradually. Thirst, headache, dizziness, muscle cramps and unusual fatigue may be early warning signs. Without timely action, symptoms can progress to heat exhaustion and, in severe cases, heatstroke, which is a medical emergency.
The cognitive effects matter too. As heat strain increases, employees may find it harder to stay focused, judge risk or respond quickly. Managers should encourage early reporting and make it clear that stopping work when symptoms appear is a safety control, not a performance failure.
Which workplaces face greater heat risk?
No workplace is entirely immune, but exposure varies. Construction, agriculture, landscaping and utilities can involve direct sun, physical work and limited shade. Commercial kitchens, manufacturing sites and warehouses may generate their own heat, while delivery drivers can spend long periods in vehicles with poor airflow. Older offices can also overheat.
PPE may restrict the body’s ability to cool, especially during physical work. Lone workers may be less able to obtain help if symptoms develop. Employers should also handle individual needs sensitively, because medical conditions, pregnancy and some medicines can affect heat tolerance. Controls should be based on the task and the person, not a single temperature trigger.
Does your risk assessment reflect hotter conditions?
A risk assessment should reflect the conditions employees actually face. Where sustained heat was once treated as exceptional, existing assessments may not address seasonal peaks, solar gain, hot equipment, workload or the combined effect of PPE and humidity.
A proportionate review does not necessarily require a new safety system. It should identify who may be exposed, when and where temperatures are likely to rise, how symptoms will be recognised, and what will trigger changes to work.
Useful questions include:
- Can physically demanding tasks be moved to cooler parts of the day?
- Are drinking water, shade and cooler recovery areas readily available?
- Do supervisors and lone workers know the early signs of heat-related illness?
- Does PPE add to heat strain, and can work and rest periods be adjusted?
- Is there a clear escalation plan if someone becomes unwell?
Practical steps employers can take
Simple controls can make a meaningful difference when they are planned in advance and matched to the work.
Employers should consider:
- Monitoring forecasts and communicating expected conditions early.
- Providing accessible drinking water and encouraging regular hydration.
- Increasing breaks or moving heavy work to cooler periods where practicable.
- Using shade, blinds, ventilation or maintained cooling systems where appropriate.
- Checking employees more frequently, particularly lone and outdoor workers.
- Training managers to recognise symptoms and respond promptly.
- Recording what worked so the heat plan can be improved after each event.
These measures should sit within normal safety planning rather than being introduced only after someone becomes unwell. A short pre-summer review can clarify responsibilities, communications and decision points before the next hot spell.
Building resilience for future summers
Hot weather may not affect every workplace in the same way, but Ireland’s warming climate makes it increasingly reasonable to plan for it. Regularly reviewing risk assessments, consulting employees and testing practical controls can help organisations protect people while maintaining safe operations.
The strongest approach is flexible. Employers should use forecasts and workplace observations, listen to employee feedback and adjust controls as conditions change. The aim is not to eliminate discomfort entirely, but to prevent heat from becoming an unmanaged safety risk.
